The Nigerian Communications Commission (NCC) has launched a national Device Management System (DMS) to block fake, stolen, and cloned phones from accessing mobile networks. Here’s what it means for users, privacy, and Nigeria’s telecom future.

After nearly a decade of development, the Nigerian Communications Commission (NCC) has begun implementing its long-awaited Device Management System (DMS) a landmark step that could change how mobile phones are tracked, verified, and connected in Nigeria.
The new system, designed to combat fake, cloned, and stolen devices, enables the NCC to monitor every mobile phone through its unique International Mobile Equipment Identity (IMEI) number. Once fully operational, it will allow regulators to block counterfeit or unregistered devices from connecting to the nation’s mobile networks.
According to the Commission, the DMS will strengthen security without compromising user privacy. “It is only needed to ensure substandard and fake devices can be prevented from connecting to networks due to the harmful impact these devices have on the quality of services and online safety of the users,” the NCC said.
Nigeria’s Counterfeit Phone Problem
Nigeria’s phone market is massive, but plagued by counterfeits. More than 132 million unique devices were connected to mobile networks in 2020, with an estimated 63 million new phones sold annually. Yet industry data shows that up to 40% of these devices are fake, cloned, or smuggled.
Economic challenges like inflation, unemployment, and low purchasing power have driven demand for cheaper, often unsafe devices. At the same time, phone theft has surged with more than 25 million phones reported stolen between May 2023 and April 2024, making it the most common crime in Nigeria.
The NCC says that once DMS is active, stolen and fake phones will be automatically blacklisted, their IMEIs blocked, and disconnected from all Nigerian networks.
A Decade in the Making
The DMS concept first surfaced in 2015, when the NCC and the Mobile & Wireless Forum (MWF) convened industry stakeholders to address the growing influx of counterfeit ICT devices. The resulting framework, finalized in 2022, was approved under a Public-Private Partnership (PPP) model by the Infrastructure Concession Regulatory Commission (ICRC).
Similar systems already exist in India and Lebanon, where governments use IMEI-based registries to enforce telecom regulations. In India, for instance, stolen devices are automatically blocked, while in Lebanon, the system ties directly to customs data, ensuring untaxed phones cannot connect to networks.
Nigeria’s version will maintain a national IMEI database that verifies every connected phone. Any device identified as stolen or unapproved will be disconnected automatically.
More Than Counterfeit Control
The DMS has significant national security implications. Counterfeit and cloned devices have been linked to serious crimes including fraud, kidnapping, and terrorism. Some fake phones even come preloaded with malware and keyloggers, putting users’ data at risk.
Privacy and Policy Concerns
Despite its promise, the DMS has raised privacy concerns. Some experts fear it could evolve into a surveillance system, giving authorities the ability to track users and collect IMEI data on a massive scale.
“Even if you bought a genuine phone abroad, you might have trouble using it locally,” said a telecom executive familiar with the project. “If implemented poorly, it could cause chaos — imagine if people have to manually register their devices or pay new fees before they can reconnect.”
Wole Adetuyi, CEO of Swift Telephone Network, also cautioned that “without strict oversight, the system could lead to government overreach.” He emphasized the need for transparency and compliance with the NITDA Data Protection Regulation (NDPR) to prevent misuse of user data.
A High-Stakes Balancing Act
Nigeria’s telecom industry home to over 200 million active mobile lines stands at a crossroads. The DMS could improve service quality, reduce crime, and strengthen digital trust. But mishandled, it could also disrupt millions of users, block legitimate devices, and create a bureaucratic nightmare.
After years of delay, the NCC appears determined to deliver. What remains uncertain is whether the DMS will strike the right balance between security and accessibility.
As one industry expert put it, “This system could be the biggest leap in Nigeria’s telecom regulation or its most disruptive misfire. It all depends on how it’s managed.”
